Between gas utility bills and a family's monthly budget

Gas Affordability Program

Customers of local energy companies may qualify to receive assistance with their gas utility bills, through the Gas Affordability Program (GAP). The Salvation Army is an administrator of the state-mandated program for Great Plains natural gas company customers in Minnesota. This program offers qualified customers assistance in paying monthly natural gas utility bills.

Assistance is provided to qualifying customers in two ways:

  • Affordable monthly payments (percentage of your household income)
  • Past-due bill forgiveness or credits

The program is available to residential customers who are currently receiving assistance from the federal Low Income Home Energy Assistance Program (LIHEAP). In order to be enrolled in the GAP program, customers must agree to be placed on a leveled payment plan and to make the required monthly payment to stay enrolled.

Enrollement is offered on a first-come first-served basis until the state-set $1 million cap is reached for assistance.

To apply, customers should complete a GAP application for their gas utility provider and mail it to: The Salvation Army, 2445 Prior Ave., Roseville, MN 55113. The application is different for each provider, so please select your provider:
