Protective Payee Program

The Salvation Army Protective Payee program serves people who have a chronic mental illness, developmental disabilities or are dually diagnosed and are recipients of Social Security benefits. 

A determination of the client’s current day-to-day living needs, such as food, clothing, housing, medical expenses and personal items, is made by the Representative Payee who utilizes the client’s Social Security benefit payments to meet those needs.  

Goals

  • To help Clients obtain and maintain safe, affordable, stable housing
  • To help Clients learn appropriate money management skills
  • To help Clients achieve greater self-determination
  • To help Clients maintain their highest level of individual independence

Program Components

Case Management

Case Management Services include arranging, coordinating, monitoring, evaluating and advocating for a package of multiple services to meet the client ’s needs. Services include;

  • Client Needs Assessment
  • Mental Health Assessments
  • Individual Service Plans
  • Individual Budgets
  • Homestead Credit/Income Tax Filing Assistance
  • Subsidized Housing Applications
  • Assistance with Medicare Applications
  • Assistance with Food Stamp Applications
  • Energy Assistance Applications
  • Accompanying Clients to Appointments
  • Securing AODA/Medical/Dental/Mental Health Treatment
  • Referrals to Community Programs & Services
  • Accessing County and other Resources
  • Service Coordination

Supportive Services

Supportive Services are intended to help ensure stability and maximize each Client’s ability to live independently.  They are flexible and reflective of the Client’s needs and goals.  Supportive Services include:

  • Financial Management/Bill Paying
  • Budget Counseling
  • Monthly Home Visits
  • Accompany Clients to Appointments
  • Assist Clients with Food and Basic Needs Shopping
  • Social Outings/Recreational Activities
  • Pastoral Care & Spiritual Counsel

Independent Living Skills

Assistance in the area of Independent Living varies based on the needs and goals of the individual Clients.

Services include assistance with:

  • Communication Skills
  • Resolution Conflict
  • Practical Daily Living Skills (cooking, cleaning, hygiene, self- care, shopping, transportation

Eligibility Criteria

  • Mandated by the Social Security Administration to have a Representative Payee appointed to manage benefits
  • Mental Health or Developmental Disability diagnosis
  • Homeless, with supporting documentation
  • Adults and Children; Singles and Families are eligible to receive services
